Visit of Delegation to Canton at first

appeared inexpedient and decision was post-

poned, but Delegation has been so well re-

ceived elsewhere in China and has been so

successful in keeping out of politics that

I consider that not only have earlier objec-

tions been superseded but that it might

seriously damage success of our Indemnity

policy as a whole if Canton, being an

essential part of China, should be omitted.

Lord Willingdon himself and Delegation should

officially visit Hongkong first and then Canton

at earliest possible date. Lord Buxton and

remaining members of Committee here strongly

urge this course. Care should be taken to

emphasise aloofness from local politics, but
